The fire broke out in the 12-story Grand Kartal hotel at about 3:27 a.m. local time and quickly spread. Witnesses said people had to use ropes to escape.
Roughly 230 people were staying at the hotel. At least three people reportedly died jumping from the windows of the hotel trying to escape.
It is not clear what caused the fire at this time.
"Our pain is great," said Interior Minister Ali Yerlikaya, according to CBS News.
Officials said it is very likely the death toll will rise as a result of the fire and that the building would potentially collapse.
