Former NCAA athlete Riley Gaines and Silk Road founder Ross Ulbricht are expected to be in the audience Tuesday night when President Donald Trump delivers his address to Congress.

The speech will start at 9 p.m. EST and will be Trump's first address to Congress since getting back into office.

Rep. Marianette Miller-Meeks, R-Iowa, said she invited Gaines to attend the speech after they both were at an event where Trump signed an executive order to ban transgender athletes from competing in women's sports.

Gaines has been one of the most vocal of athletes advocating against biological males competing in women's sports after she raced against transgender swimmer Lia Thomas.

Republican Kentucky Congressman Thomas Massie's spokesperson told Fox News Digital that he would be bringing Ulbricht as his guest.

At the start of his second term, Trump pardoned Ulbricht, the founder of the online marketplace Silk Road, who received a sentence of life imprisonment a decade ago.

The online marketplace was founded in 2011 and used cryptocurrency payments. Ulbricht was convicted in 2015 on seven counts related to the site because Silk Road was used to sell illegal drugs, though he didn't sell them himself.

Other guests expected to be in attendance include U.S. Hockey Hall of Fame honorees Buzz Schneider and Rob McClanahan.
