House Rules committee advances spending bill to avert government shutdown to floor vote

The House will first vote on debating the bill, on Tuesday morning, and then is expected to conduct a chamber-wide vote later that afternoon.

The House Rules Committee on Monday night voted to advance a Continuing Resolution (CR) that would keep the government funded through September, setting it up for a full vote on Tuesday.

President Donald Trump reportedly supports the bill, and so do two prominent members of the House Freedom Caucus, which has voted against continuing resolutions in the past, per Fox News.

The legislation is not expected to get Democratic votes, and will need almost unanimous consent among Republicans to pass. But House Freedom policy chairman Chip Roy told fellow fiscal conservatives that the president is not expected to spend the full amount of the CR. 

"Step 1 is the CR freezes spending, guys, that's a win; No. 2, no earmarks; No. 3, no giant omnibus; No. 4, we believe the president can impound," Roy said.

The bill allocates an additional $8 billion in defense spending, and reduces non-defense spending that Congress annually appropriates by approximately $13 billion.

Despite negotiations from other Republican lawmakers, Kentucky Republican Rep. Thomas Massie has remained firm in rejecting the legislation as of Monday. 

Congress has until Friday to pass a government funding bill and get it signed by Trump, to avert a government shutdown.
